I have a better idea. Hold the Syrian government responsible for any terror attack emanating from it's territory.

It's either hold the Lebanese gov't responsible or recognize Hezbullahland as an independent state, as U.N. Secretary-General Annan once threatened.
On the other hand, according to Michael Totten's blog both the Lebanese gov't and Israel have been expecting an explosion for quite a while, and may have been cooperating ahead of time on a mutually constructive response.
Whenver a really really stupid decision is made you must wonder whether the person who took it might have been really really smart.
Or really really stupid.
